Cameroon BESC Certificate
Pursuant to the regulations issued by CNCC Conseil National des Chargeurs du Cameroun, a BESC Certificate is mandatory for cargo transported to Cameroon by sea.
BESC stands for BORDEREAU ELECTRONIQUE DE SUIVI DES CARGAISONS, which corresponds to Electronic Cargo Tracking Note in English.
A BESC Certificate is required for each Bill of Lading. A unique certificate is issued for every Bill of Lading, and multiple certificates cannot be issued for the same Bill of Lading. This requirement applies regardless of whether the shipment is consolidated or full container load (LCL or FCL).

Processing Time and Application Procedure
The certificate issuance process takes approximately 2 business days. You only need to send your documents to us in PDF format. We do not require any forms to be completed, nor do we charge form fees or impose any additional procedural costs.
Upon receipt of your documents, a draft certificate is prepared and sent to the applicant via email. Once any requested amendments have been completed during your draft review, the certificate is submitted for approval upon your confirmation, and the invoicing and payment stage begins. After the relevant authority approves the application, the certificate is delivered to you digitally via email.
The certificate process must be completed before the shipment arrives at Cameroonian ports.

Important Notes and Common Reasons for Rejection
- Consistency of all information contained in the documents is extremely important.
- Approval may not be granted if the Shipper and Consignee information differs across the submitted documents.
- Approval may not be granted if there are inconsistencies between the cargo value, freight charges, and other cost items.
- Approval may not be granted if there are discrepancies in product descriptions, container numbers, gross weight, volume, or similar shipment details.
If approval is not granted, the system will issue a notification indicating the reason for rejection and the required corrective action. Based on this notification, we will request the necessary revisions from you and resubmit the certificate for approval together with the updated documents.
There is no charge during the draft preparation stage of the Cameroon BESC Certificate application. However, once the approval process has commenced, the cargo levy payable to the relevant authority, CNCC, is paid in advance by Nesay Shipping & Logistics. Therefore, this cargo levy is non-refundable. Please take this into consideration before submitting your application.
