Fumigation is the process of applying gaseous or solid chemical substances (fumigants) within a controlled environment, under specific temperature and exposure conditions, to eliminate agricultural pests—including eggs, larvae, nymphs, pupae, and adult insects—as well as other harmful organisms such as nematodes, fungi, and bacteria.
Safety precautions, temperature controls, treatment durations, and environmental requirements are determined in accordance with both the regulations of the country where the treatment is performed and those of the destination country. Compliance with both regulatory frameworks is essential.
Purpose and Importance of Fumigation The primary purpose of fumigation is to protect plant-based and animal-based products, packaging materials, wooden pallets, containers, and exported goods from harmful pests and organisms. Australia and New Zealand have implemented strict biosecurity measures to protect their agricultural industries and ecosystems from invasive pests. These measures, established by the Australian Department of Agriculture, require approved fumigation or heat treatment procedures for certain cargo originating from designated risk countries.
BMSB: Brown Marmorated Stink Bug The objective of the BMSB program is to prevent the introduction of this highly invasive pest species, which can cause significant damage to agricultural products and plant life.
The requirements apply to containers, vehicles, machinery, breakbulk cargo, and other goods shipped from designated high-risk countries, including Türkiye, during specified risk seasons and destined for Australia.
To comply with regulations, cargo must undergo approved treatment methods—such as heat treatment or fumigation using Sulfuryl Fluoride or Methyl Bromide—at authorized facilities in the country of origin prior to shipment. Following treatment, the cargo must be properly certified.
