Gabon BIETC Certificate

In accordance with the regulations issued by Conseil Gabonais des Chargeurs (CGC GABON), a BIETC Certificate is mandatory for cargo shipments arriving in Gabon by sea.

BIETC stands for Bordereau d'Identification Electronique des Trajets de Cargaisons, which corresponds to the English term Electronic Cargo Tracking Note (ECTN).

A BIETC Certificate is required for each individual Bill of Lading. A unique certificate number is issued for every Bill of Lading, and multiple certificates cannot be issued for the same Bill of Lading. This requirement applies regardless of whether the shipment is LCL (Less than Container Load) or FCL (Full Container Load).

Processing Time and Application Procedure

The preliminary approval process for the certificate typically takes approximately one business day. Send your documents in PDF format; no forms, fees, or additional administrative procedures are required.

1. Submit documents via email.
2. We prepare a draft certificate and submit it to CGC for preliminary approval.
3. Upon preliminary approval, a BIETC number is assigned and emailed to you.
4. If a shipping line or freight forwarder requests a BIETC number before the Bill of Lading is issued, we can reserve the number in advance (provide port of loading).
5. After the draft is reviewed and any revisions are completed, provide the approved Bill of Lading (Verify/Non‑Negotiable copy) showing the assigned BIETC number.
6. The application proceeds to final approval, invoicing, and payment.
7. Once CGC approves, the final certificate is delivered electronically via email.

Important Notes and Common Reasons for Rejection

• Consistency of all information across documents is crucial.
• Approval may be denied if Shipper and Consignee information differs.
• Discrepancies in cargo value, freight charges, or other cost elements can cause rejection.
• Mismatched product descriptions, container numbers, gross weight, volume, or other shipment details may lead to denial.
• If rejected, a notification will explain the reason and required corrective actions; we will handle revisions and resubmit.

Cargo Levy and Penalties

• The cargo levy fee is paid in advance by Nesay Shipping & Logistics during the preliminary approval stage and is non‑refundable.
• After final approval, amendments can only be made if the Consignee directly applies to the Libreville Port Authority with updated documentation.
• Time Restrictions:
  • Preliminary approval must be completed before the vessel’s departure date. Late submissions may incur penalties of 25‑40% of the freight amount.
  • Final approval deadlines:
    • Europe/Africa departures: within 10 days of departure.
    • Other departures: within 15 days of departure.
