Kenya ACD Certificate
Pursuant to the regulation published by the Kenya Revenue Authority on 14 July 2026, the ACD Certificate has become mandatory for all sea freight shipments as of 3 August 2026.
ACD stands for Advanced Cargo Declaration, corresponding to the French term BORDEREAU DE SUIVI DES CARGAISONS.

The Kenya ACD Certificate is required for each Bill of Lading. A unique certificate number is assigned to every Bill of Lading, and only one certificate can be issued per Bill of Lading. This requirement applies regardless of whether the shipment is LCL (Less than Container Load) or FCL (Full Container Load).

Processing Time and Application Procedure
The average processing time for the certificate is 2 business days. Simply send your documents to us in PDF format. There is no application form to complete, no form processing fee, and no additional procedural charges.
Once we receive your documents, a draft certificate is prepared and sent to the applicant by email for review. After all requested revisions have been completed and approved by you, the certificate is submitted for official approval upon your confirmation. The invoicing and payment process then begins.
After the relevant authority approves the application, the certificate is issued digitally and delivered to you via email.
Once the ACD Certificate has been issued, the certificate number must be indicated on the Bill of Lading. It is important to obtain the certificate at least 5 days before the container's arrival date.

Important Notes for Applications and Common Reasons for Rejection

- It is essential that all information contained in the submitted documents is fully consistent.
- If the Shipper and Consignee information differs across the documents, the application may not be approved.
- If there are inconsistencies between the product value, freight charges, or other cost items stated in the documents, approval may be denied.
- If there are discrepancies in the product descriptions, container numbers, gross weight, volume, or similar shipment details, approval may not be granted.
- All mandatory documents must be submitted in full, accurately completed, and properly approved.
If the application is not approved, the system will provide a notification explaining the reason for the rejection and the required corrections. Based on this notification, we will request the necessary amendments from you and resubmit the certificate application together with the revised documents.
There is no charge during the draft preparation stage of the Kenya ACD Certificate.
However, once the application proceeds to the official approval stage, the certificate fees paid to the relevant authority are paid in advance by Nesay Shipping & Logistics. Therefore, these fees are non-refundable. Please take this into consideration before submitting your application.
