Liberia ENS/CTN Certificate

Pursuant to the regulations issued by National Port Authority of Liberia (NPA), an ENS certificate is mandatory for cargo transported to Liberia by sea.

The ENS certificate is equivalent to the Electronic Cargo Tracking Note (ECTN). The ENS/CTN certificate is required for each Bill of Lading. A unique certificate is issued for each Bill of Lading, and multiple certificates cannot be issued for the same Bill of Lading. It makes no difference whether the shipment is partial or full container load (LCL or FCL).

Processing Time and Application Procedure

The certificate processing period takes approximately 5 business days. It is sufficient to send your documents to us in PDF format. We do not require any application forms, form fees, or additional procedures and charges.

Upon receipt of your documents, a draft certificate is prepared and sent to the applicant via email. After any requested amendments to the draft have been completed, the certificate is submitted for approval upon your confirmation, and the invoicing and payment stage begins. Once the relevant authority approves the application, the certificate is delivered to you digitally via email.

Important Notes and Common Reasons for Rejection

• It is extremely important that all information contained in the documents is consistent.
• Approval may not be granted if the Shipper and Consignee information differs across the documents.
• Approval may not be granted if there are inconsistencies between the cargo value, freight charges, and other cost items.
• Approval may not be granted if there are discrepancies in product descriptions, container numbers, gross weight, volume, or similar information.

If approval is not granted, the system will provide a notification indicating the reason for rejection and the required corrective action. Based on this notification, we will request the necessary amendments from you and resubmit the certificate application together with the revised documents.

There is no fee during the draft preparation stage of the Liberia ENS/CTN Certificate application. However, once the approval process begins, the cargo levy payable to the relevant authority is paid in advance by Nesay Shipping & Logistics. Therefore, the amount paid as the cargo levy is non-refundable. Please take this into consideration before submitting your application.

If modifications are required after the certificate application has been approved, they can be made subject to the payment of an amendment fee.
